Unreal 3 Engine - Slowmotion

Since Borderlands uses the unreal 3 engine, would it not be possible to have a slowmotion / bullet time cheat like your mega trainer for UT3 has?
Shouldn't the command / poke / whatever be fairly consistent across all Unreal Engine 3 games?

unfortunately, GBX has alot of this stuff disabled.
i got the editor to work, but, when i make changes to the main game files, they do not show up during gameplay.
you can make new levels/maps with the editor....i just haven't figured out how to change things for the main game
