"How fun is it?" That's like asking how much you enjoyed going to the theater. There is no single overriding experience of good/bad.
For instance, most PC racing games are pretty bad, because the keyboard cannot offer the level of control a console controller can. On the same note, RTS games for the console are pretty awful because the input interface isn't nearly complex enough.
Also, as for what kind of hardware you need, that's going to depend on what applications you run. If you're planning to play Crysis at full HD and maximum settings, you're going to need to shell out a hell of a lot of money for a rig that can handle that.
But if all you're going to do is play the Sims, you spend less than $500 on something that will do the job just fine.
You can always buy an xbox360 controller for Windows, or a force feedback steering wheel/joystick.
But I think that Xbox/Playstation controllers are inadequate for complex games, often you have to open a menu on console's to access inventory, map or save.

The X in Xbox is for DirectX. So says Wiki.
As many advantages PC gaming has it can't compare to playing with a few mates around a TV which of cause would be very hard to do on most pc games and Imo online gaming is never as good as playing face to face.
There's always LAN parties. And if you want social games (Guitar Hero, for example) then getting a console is what you'll want to do.

If you play racing games, it is worth it to buy a steering wheel. You'll never want to play that arcade crap on consoles ever again.
And the best racing game ever made is on PC. Grand Prix Legends, which has been kept graphically up-to-date by an amazingly dedicated modding community. And even in its original state, its graphics are still quite impressive.
