I have also done reinstall of windows, and I'm at my second times use. Well so long that you just install an uninstall that doesn't effect the game. But as VisonHawk write, if you do a reinstall or and after that have a computer crash and buy you a new HD, tree times, your done, out of game..
Test it, if you want.

Install limit kind of sucks I mean how does repeated installs on one system = piracy ?

Anyway my point wasn't cheating the game my point was as mentioned that a console is a poor and inneficient tool compared to the editor mentioned. Therefore no need for a console.

According to Mass Effect 2's EULA, the five install limit is within a 24 hour window.

"(ii) For Software delivered via digital download: This Software uses EA Shared Game Component: Activation digital rights management technology. An EA Account, including the acceptance of EA?s online Terms of Service and Privacy Policy (terms.ea.com), and an Internet connection are required to authenticate the Software and verify your license upon the initial launch of the Software on any unique machine (?Authenticate? or ?Authentication?). The serial code provided with this Software will be verified during Authentication. Authentication is limited to one EA Account per serial code. EA reserves the right to validate your license through subsequent online Authentication. While there is no limit on the total number of machines on which the Software can be Authenticated, you may launch and access the Software on no more than five (5) unique machines in any rolling 24-hour period. If you disable or otherwise tamper with the technical protection measures, the Software may not function properly and you will have materially breached this License."

Indeed.

If you have a retail version of the game - as stated already - it works on a standard serial number protection. Of course, this serial number can be registered online - for additional features and further copy protection. Therefore, if you have a retail version, there is no installation limit.

As for the digital version, I think what is in the ME2 EULA is very reasonable. Besides, why would you want to install the game on more than 5 different computers within a 24 hour period? If your friends are that cool - they'll already have the game!
