at first i had an ati hd 3650 graphics card everything looked fine but then i bought a nvidia geforce 9800 gt and gta:sa graphics are messed up lots of colors and rainbow like blurs in the ground whats going on i want to be able to play this without graphical glitches

Try updating your graphics card drivers, that seems the most obvious answer to your issue.
