Well i changed my brightness and now the entire game wont get brighter than 15% brightness, now even with flares I cant see 2 feet in front of me.

WARNING DONT TOUCH BRIGHTNESS EVIL!!!

this seems to be a problwem when running in dx11 mode, when i ran in dx9, the brightness control works fine

My problem is DX9 doesn't start...

I had the same two problems!
1. DirectX9 did not start.
2. Brightness was to dark.

You can fix both problems!
Go into your steam games, right click on avp->properties->local files tab->verify integrity of game cache.
It will check the files and update them if something is wrong/currupted.
Reboot your PC and start the game with DirectX9.
Then it should work
