The error is: Page Can Not Be Found.

And once myself faced this error. I have another friends in the United Arab Emirates that they aren't able to open site, too.

The nslookup Test: This will determine if he can connect to a DNS server that will allow him to retrieve this site:
1. Open Command Promt:
2. Type this command: nslookup www.cheathappens.com
3. If this passes, go to the ping test.
4. If this fails, your ISP has blacklisted this site.

The Ping Test: This will test if he can connect to CHU
1. Open command prompt
2. Type this command: ping www.cheathappens.com
3. If this test FAILS, then go to the traceroute test.
4. If this test PASSES, then there is a problem with your browser software or something on your computer blocking access.

The TraceRoute Test: If you can obtain an IP address from CHU but cannot connect to it there is a problem with a DNS server along the way that's denying permission (ISP is at fault either directly or indirectly).
1. Open command prompt
2. Type this command: tracert www.cheathappens.com
3. If this test succeeds, there is a problem with your computer.
4. if this test fails, there is a problem in the route your ISP is trying to invoke to get to this site.
