the mirv is hard 2 find you have to get 5 note books first i dont know were they are

I found it and really it isnt hard to get you just have to have patience.
what about the slave collar can you use that on people and if so how can you?
Have the Mesmetron, and its power cells, along with a slave collar. Walk up to an NPC, Mezz them, then interact with them. You can put the slave collar on them, and send them to Paradise Falls, assuming the slavers are not hostile to you.
i never knew you could just walk up to someone and mezz someone...i always that it was just those 4 people from the strictly business quest...and Arkansas was a pain to mezz too...

You can but they will die. Only the poeple for the mission will live but if you are not trying to do the mission they will die. So don't just walk up to them and mez them if you do not have that mission.

Not true, you can mez anyone you like outside of the Strictly Business quest. It is a crap-shoot whether it will take or not and the effects vary from them being mezzed and sent to PF, their heads exploding, or they turn on anyone, including one of their own.
Iv only had their heads explode when I tried it.
I've actually enslaved a few slavers that roam the land with the mesmetron.
