if you want acceptable performance better get better graphic card and btw what's your processor?

i have intel pentium dual cpu e2180 @ 2.00 ghz and 2.00 gb of ram

processor can be hmm...in my opinion to have better performance you should get better graphic card...like GF 9600 GT or GF 9800GTX (1 GB vRAM)

That is utter bullcrap. The only bottlenecks in GTA IV are your CPU and system memory. Use a 64 bit OS and have at least 4 gigabytes of good RAM, then you can play with a dualcore, fx an E6700. With less memory you will need a quad or an i7.
I am running it right now on Win7 32 with 4 (3) gigs of RAM and it still stutters often.

Interesting. I have an AMD Athlon X2 6400+ BE with 3 gigs of RAM and an XFX 8800 GT Alpha Dog Edition. Plus Win7 64 bit. High-Very High settings. Very rarery have any "stutters".
