but i'm not sure if this is restricted to the barrel or if other parts as well hold this information.

I can't stand the "Gamble" rifles. If I'm gonna snipe, I want the gun to be as accurate as possible. Don't forget, the prefix and title have a lot to do with the generated stats. Here's my mid-level sniper on my alt hunter. (Self-made of course.)
Yes, the fire rate's a little iffy, but I don't mind it the way I'm specced. On top of which, that fire effect is the volcano. Not normal fire, it's a really really nice damage booster when you're not 1-1. Which you usually aren't.

Right-click on the weapon in your inventory and select the screenshot option.

HEY all! Here's the same rifle except orange flavored.

Just change the gamble line to
gd_weap_sniper_rifle_semiauto.Title.Title_Damage1_Driver

and the sight to
gd_weap_repeater_pistol.Sight.sight5_Hyperion_Invader

And Tada!
