I finally figured out how to get the decoder from the stash in pripyat.

Cause you need the decoder to get the good ending but when you get there the door is locked. All you have to do to get the decoder is shoot with a bazooka through the window and hit the decoder then shoot it all the way to the door and take it from the other side
