If someone tells me something bad that is hurting them, I say I'm sorry. I probably say it because there is no way for me to make them stop hurting.

Likewise, if there is something beyond my control I still apologise.

I also apologise if I knock something over, step on someone's foot, drop something, am late and I apologise to my door when I walk into it
