Im not sure how it happened, but i was experimenting with buying upgrades at the blackmarket, i attached all available upgrades to my tesla gun, then took them off again. When i went back into what i could buy, all the upgrades for every weapon and power had been unlocked, even the ones that require you to have 16 tomes or lots of intel. Im very happy right now, i'll see if upgrades are unlocked straight away for the weaps i pick up later.
