Also about these reforms, flush 'em! Look at the Romans, tons of reforms, tons of new things, in the end the barbarians were still sacking Rome. Next case in point, Ottoman Empire, a gazillion reforms, tons of new stuff, in the end the soldiers they trained for European warfare took over. The pond died in the Sultan's oasis...
