Nope. He's just there with his rumors. I've read on Oblivion wiki that he offers some sort of opinions of the game to the player. Idk personally I didn't hang around Maiq that much.

He's a cameo from Morrowind. There, he told you about treasure caches, hints, tips, etc. Here he just babbles about nothhing but his opinions.
