I think you have to get past a certain part of the story mode, but I'm not sure. I'm just assuming this from Red Rescue Team. I need to finish Time. >.<"

To evolve your starter pokemon you first have to beat Darkrai after beating the game. Then go back to Spacial Rift and recruit Palkia, opening Luminous Spring. Then you can go there and evolve your starter Pokemon.

No what u have to do is get manaphy let it go back to its homeplace battle the legandarys then wait for manaphy to come back and then explore the place manaphy wants to go with u then you will be able to evolve
