Here's the readme on the options:
Options -------
Numpad 1: Star Power Numpad 2: Rock Meter Numpad 3: Max Bonus Meter Numpad 4: Max Streak Numpad 5: Perfect Play Numpad 6: Add Score Numpad 7: Mega Bucks
Notes -------
Numpad 1: Star Power - fills the Star Power meter and locks it there.
Numpad 2: Rock Meter - fills the Rock meter and locks it there.
Numpad 3: Max Bonus Meter - fills the side Bonus Meter and locks it there.
Numpad 4: Max Streak - you will have the maximum possible streak for the current song. This will show in the stats at the end of the song.
Numpad 5: Perfect Play - you will have a perfect number of correct strokes for the current song. This will show in the stats at the end of the song.
Numpad 6: Add Score - adds 10,000 score with each keypress. You need to get at least one correct note to see that it has updated.
Numpad 7: Mega Bucks - this will give you millions of money to use with your character. Turn the option on and then:
a) select ROCK STAR CREATOR
b) Make sure you have at least a little money to buy something very cheap, for instance a bracelet.
c) Once you buy the cheap item, you will see that you have 9,999,999
d) Turn the option off.
e) Continue to buy items or ESC back out and SAVE your character.

Whenever I activate it in-game, I hear 'Activated' then immediately after that 'Deactivated'. And no options will work. When I exit this game, the trainer displays this- Link
