    So as previously stated, go grab the "Pack File Manager" from Link and extract the files.

    Now firstly make a backup of the "patch.pack" file, just in case you mess up, and rename it to "patch-original.pack" for example.

    Start Pack File Manager

    Click "File", "Open", and browse to your "steamapps/common/Empire Total War" location and select the "patch.pack" file, not the copy you just created.

    Click on the "+" to expand the patch file.

    Now click on the "+" next to "db" to expand those options.

    Now the 2 main areas you want are:
    1) unit_stats_land_tables - unit_stats_land
    Here you can change unit sizes(dont go too big), accuracy, reload skills, ammo, training, morale and more.....
    2) projectiles_tables - projectiles:
    Here you can change ammo, range of weapons, velocity of ammo, damage done, reloading times and more...

    ...but be careful when changing values for certain units, for example:
    if you are playing as Britain and you want to change values for the 12lb Howitzers & Colonial Line Infantry. Yes you have these units, but Spain will also have Colonial Line Infantry when playing in the Americas, and Russia will have the 12lb'ers.

    This is just an example, what I try to do is just change units specific to Britain.

    I dont know where the ship values are exactly, I'm happy just using the trainer options for ships.

    Now have fun messing around

    When you intend to edit units as described here I suggest you pick a country that has nation-specific units (units that no other nation has) of as many types as possible.
    That is, the nation would have nation-specific infantry (most important), cavalry, artillery and ships.
    That way you don't have to face an enemy using the same units as you but just a different uniform...
