...Such as Web of Intrigue and the Weapon/Vehicle Skill Upgrade people, question being: Do they Re-spawn when killed inadvertently? Note- I obviously don't mean if you consumed them, there'd be no problem then.
But say you make it into a Base and it is packed with troopers, total sardine can. Then you go up to Mister "I have an Icon over my head, looks rather like a Double Helix" who practically screams "Eat Me. You KNOW you want to. And I want it too." There will (of course) be three or so of these guys. So you eat Lucky Number One, 'cause he's holding an AR and it'll be the last upgrade for it. Now, since it's a Sardine Can, EVERYONE sees you. You knew this ahead of time, and (of course) derive a sick sense of pleasure from it, because now the Smackdown Cometh. But first things first, let's assimilate the remaining goodies. You then proceed to run up to each one in turn, and watch him die pathetically in front of you as the 5-7 guys behind him shoot through his fragile body at you. Or better yet, he has a Missile/Grenade Launcher and fires it just before you grab him, blowing himself into itty bitty Gibs.
So, in short, do these poor lost souls ever come back? Thanks in advance for any helpful information!
The weapon upgrade people definitely respawn, often between bases (As in, they're not only in one military base).
Dunno about Web of Intrigue targets though. I would think they would until consumed. I don't think there's much complexity to it though, as they simply seem to plaster a Web of Intrigue marker on almost random military and bystander NPC characters. I would think that when one was killed they wait a while before re-assigning that particular Web of Intrigue marker to a bystander. You never really find out who's who until after consuming them anyway.
And I normally use a stealth consume on everyone (Meaning upgrade guys) in a base until I get to the stationary Web of Intrigue military guy. Then I ditch the secrecy and grab that Devil Dog and pummel him and consume him. Sure it takes longer that way, but it's safer to make it a "One-stop Shop" sort of run.
Hey thanks for the quick reply! Very reassuring to know. And thanks for the strategy! I'll be using that one myself now! Upon further reflection, I think it likely that the web of intrigue people do not respawn. No hard evidence as yet, as I'm basing this on the fact that there's a New Game + (thank Murphy) so one can always go back through the game and have a second (or third, if necessary) chance at this stuff. Granted, I dunno. I've not seen any come back, although I may not be realizing it. In all honesty, I think you're totally correct, though.
Also, what's this silliness about getting a Hadouken Power? I've seen this on a couple of the GameFAQs and GameSpot boards. I reckon this is classic Trolling nonsense, but if'n there were... well there is a Shoryuken for all intents and purposes, so who knows.

THE UPGRADE-GUYS it doesn't matter who you consume. important is the type/rank of the guy. if you consume a rocketlauncher-dude, it upgrades the rocketlauncher. given the upgrade i currently possible. usually there is one of each type in every base, and bases don't stay destroyed for very long. (ever tried to have ALL bases and hives destroyed on the map at once?)
THE WEB-DUDES i HOPE they respawn. i lost quite a bunch of them to "friendly fire" or accidental throws. (stupid me! consume was RMB not LMB!!!) and to be honest, i would be píssed big time if it weren't possible to get the web complete if one of those guys died.

They respawn. And you get 1 military woi target spawn each time you infiltrate base as long as you have a link for them, so you don't have to scour map for them. Oh, and each woi target spawns at specific place on map, so if you kill one get out of that area and when you return they should respawn.
