Not for sure if you got your answer or not, but will try to help out.
I didn't see this either until I finally looked at the top of the screen and saw the cursor. I hit the CTL-SHIFT-C and at the very top of the screen was a very dim command line. Look at the upper left and you should see the blinking cursor. Just type the command you want and if it works, the command will do what the others have said it will do.
I entered "motherlode" and got the $50,000. So I know that one works. Haven't tried any others.

Unfortunately, when I am trying to modify my age (via the ability made available by the "testingcheatsenabled true" command) it does not allow me to simply change the age. In fact, the grim reaper merely arrives and turns me into Jimmy Hoffa's new neighbor. Any suggestions on how one can reduce my Sim's age?
That is the smartest thing I have ever heard anyone say about anything. -P. Griffin

This is definitely one of the lesser quality guides. Half the cheat codes don't exist in this version of the game. Several upgrades don't even exist (shower upgrades & doorbell/windows), there's no info on Riverview, and apart from a few details, it doesn't reveal any of the Easter Eggs in the game. The whole deal about ghosts, and bringing them back is like one paragraph. They say what the best fertilizer is (Angelfish & Vampirefish), but forget to mention what the effect of fertilizer actually IS...
The good parts: spawn points for gems/insects, career perks. Can't think of anything else...
Maybe they were playing a version that includes parts of the first expansion, which (knowing EAxis) is already halfway done.
I was so hoping there was a cheat to make my sims transition to a younger age.

You see all these codes like Force Opportunity and Force All Events that say type in well you don't need to here is what you can do.
Well they work but you don't type them in what you do is this
Press Ctrl + Shift + C and type TestingCheatsEnabled true
now get a job and when you do go to your job building and hold Shift and left click on the building you will see the words
Opportunity, Events, All Events
Opportunity gives you a side quest so you can get in good with your job but the ones I really like is All Events this cheat boosts your job performance so you can fill up that green bar you have very easy.
I have done it and it makes it very easy to go from career 0 to 10 in 10 sim days.
I hope this info helps I am still checking things out to see what else I can do in Sims 3 if I learn any more or if you do please post it here.

Would be great if people READ the Prima guide before copying from it. If you had READ the guide you wouldn't have mixed all that stuff together, since most of it aren't cheat-commands to be entered.
Correct List from Prima Guide (rather corrected copy, I'm not at home yet):
help - lists all available commands at the moment
enablellamas on/off - gives a message that says 'Llamas enabled'
jokeplease - gives a random joke
fullscreen on/off - Toggles between full-screen and windowed mode
resetsim firstname lastname - resets the Sim with neutral motives, no moodlets, and teleports Sim back home
fps on/off - toggles framerate indicator in top right corner of screen
freerealestate - ignores the cost when buying a lot for the current game
shazaam - This one has been removed prior to game release.
The following are not cheats to enter!
Use testingcheatsenabled true and Shift-Klick a Sim:
modify traits - allows you to set/clear traits
add to household - adds the active sim to the current household
set age - Has been changed to "advance age" - fairly obvious.
edit in cas - Has been removed.
Use testingcheatsenabled true and Shift-Klick your career building:
force opportunity - click on career building you work at to force an opportunity
force event - click on a career building you work at to force an event
force all events - click on a career building to display all events for the career consecutively
Use testingcheatsenabled true and Shift-Klick your mailbox:
force service sim - forces a specific service sim to show up
force visitor - forces a neighbor of your choice to show up
make me know everyone - makes the selected sim know every other Sim in town
make friends for me - makes several random friends for the selected sim
set career - give the selected sim a career of your choice
make happy - sets all mood/moodlets for everyone in the house to perfect and removes negative moodlets
make motives static/dynamic - makes motives static/dynamic for the entire household
NOW it's correct.
For those of you with problems opening the Cheat-Console:
Some PCs/Laptops use CTRL-Shift-C for internal purposes or you might have a tool running reacting to this key-combination. You need to disable this combination because Sims 3 does not know you pushed it since an other tool already reacted to that Key-Combination. Disable those tools and CTRL-Shift-C should work.
