I found a similar reply on a thread, and it simply because it knows how much exp you had and detects you had more and resets it.

Either way, it doesn't really work for campaign

The Cheat Mod is good for adding experience. It's a simple Scar that adds trainer-like options directly into the game, and since it's a script that adds experience instead of memory editing it, your experience stays. If you like, I can upload a screenshot of the Force Commander and Tarkus at level 30 (With the campaign mod, otherwise max is 20). Using the Trainer + the Cheat Mod is a good combo.

The cheat mod also adds options memory editing can't achieve. Use them both together for the best effect.
