That's not "visionary", that's "doesn't learn from history". Once the boom commodity is gone, the money isn't there to update the tourist attractions and once people are bored with what's there now they'll stop coming.
You're congratulating the guy who is turning the UAE into Reno, but instead of a city full of cheap, run-down, unpopular tourist traps it's a whole country.
The UAE has about a decade after the oil, and then it's done.
edit- If the powers that be in the UAE were "visionary", they'd cover the desert in solar collectors and sell electricity to the world at a premium. They'd reduce business taxes to virtually nothing and give huge benefits to high-tech companies. Become the new center of semiconductors.
