If you're going to put it like that then we can assume no user agrees with the TOS considering we have Report Post on every single post. Seeing that none will help enforce the TOS at all it would be logically best to get rid of General Discussions and Off-Topic Discussions and just serve only to the Game Boards...after all those users are a lot better at following the rules than you are.
Every problem can be solved even if in your perspective it is extreme.

and while, in general, insulting other people is against the rules it is simply unenforceable
Mods judge the context that something's in and make judgment calls.
It's like speeding on the highway. Sure, you could be pulled over if you're going 60 in a 55, but most of the time you'll only get written up if you're doing something stupid like 80 or 90 in a 55. The posts that get reported are the 80 and 90 mph flames while a joking post about your mom usually gets overlooked by everybody. It's a fair system, in that it works and no one usually complains about it. We can have some fun with each other and still have a certain degree of PG-13ness to the site.
And I had the breakfast lunch and dinner of champions today- leftover pizza. <_<
Speaking of Thomas Sowell, I got in a discussion with a dude who said that slavery was a workable economic system. Sowell has made this argument as well. And both people in question are black, but probably only one of them puking drunk. I argued that theory is all well and good, but slavery needs to constantly expand to survive, they both agree, and in reality it was made impossible for it to expand so it was not a workable economic system.
