churches also provide religious happiness so even if they are 100% of your religion it still helps.

some government buildings add to suppression but i am not sure when this starts to take effect and what buildings add to this.

industrial buildings have a very negative effect on the population (bunch of Luddites)

successfully conquering several regions inspires nationalism and adds to happiness.

also over time the rebellious population will get used to it and become happier.

and having pleasure gardens massively adds to the entertainment part of happiness.

Also of some aid would be to have a garrison force ready to handle security duty at each of your cities. Dragoons, both the normal and the light units, get a policing bonus, so I find it beneficial to keep a small pool of them trailing my invading armies, and taking over garrison duties at each rioting city. It won't be enough to completely stamp out a rebellion, but it can be enough to bring the disorder to manageable levels.
