Yeah, photobucket, tinypic, imageshack, all of those have free image hosting. The problem is, what happens if they delete your photo? You've all seen those boxes that say "This file or photo has been deleted..."
Yep, that's how it works for something like a free forum site. And if something happens to the image on the host site, it won't show up on the site where it is showing.
This particular idea will not be allowed because there would be no way to prevent someone from uploading an inappropriate picture. Of course, the user will be banned if done so, but what if...you know?

I'm pretty sure CH has the server/hosting capability to change the 3-month period. But I actually think the problem is getting to sort them out (that being a problem with the time to sort them out as well), as stated earlier. Maybe the mods could have access to allowing/disallowing new avatar submissions?
The problem there would be choosing who got those permissions.
I thought about using the user's computer as the hosting location, but I'm guessing that won't work unless said computer is on 24/7.
