I can understand placing a limit on the number of times a user can request a new avatar, to save space on your servers, but is there any way we can upload an Avi to an external source and use it here, to remove restrictions?

Yeah, photobucket, tinypic, imageshack, all of those have free image hosting. The problem is, what happens if they delete your photo? You've all seen those boxes that say "This file or photo has been deleted..."

Keep a record of your important uploads. I have two copies of every potential CH avi I've ever made.

Yep, that's how it works for something like a free forum site. And if something happens to the image on the host site, it won't show up on the site where it is showing.
This particular idea will not be allowed because there would be no way to prevent someone from uploading an inappropriate picture. Of course, the user will be banned if done so, but what if...you know?
