Over at RelicNews someone provided the offsets so you can patch the squad files to increase the number of individuals in a squad to however many you want. For those who can handle extracting the appropriate RBFs and patching them with a hex editor, check here -

Tactical Squad - Changed from 4 man to 10 man squad (7 bolter/chainsword marines, 1 plasma gun/power fist marine, 1 plasma gun/power axe marine plus Tarkus)
Devastator Squad - Changed from 3 man to 10 man squad (9 marines plus Avitus)
Scout Squad - Changed from 3 man to 10 man squad (9 scouts plus Cyrus)
Terminator Assault Squad - Changed from 3 man to 5 man squad (4 marines plus Thaddeus)
Terminator Tactical Squad - Changed from 4 man to 5 man squad (4 marines plus Tarkus)
Terminator Devastator Squad - Changed from 3 man to 5 man squad (4 marines plus Avitus)
A note on the tactical squad. Its loadout depends on whether you give Tarkus close combat weapons or not. So tool him up for melee and the squad will be equipped with bolt pistols/plasma pistols and chainswords/power fists/power axes, equip him for ranged combat and they'll have bolters/plasma guns. Note that the two marines with special weapons don't appear until you get the veteran squad upgrade. Until then they are armed the same as ordinary marines (i.e. bolter/bolt pistol and chainsword).
Also note that a squad has a shared health pool which is unchanged. This means that the more units there are in a squad, the less health each individual has. So you get more of them, but they die easier.
To install, just extract the ZIP in your base DOW2 directory. You will need to use the -dev switch to make use of it.
