after you get the azure flute you go to the pillar (where you got the main legendary guy) but dont go up the first set of stairs. go to your envitory and press the flute and i think you press play or something like that then a huge stairway will appear. just go up the stairway and ul get the pokemon i dont know the names because its been awhile since iv played it but i remember this

i tried that and there is a voice box that says Rowans words echoed, "there is a time and place and yadda yadda yadda but not now" which could only mean there is something more i need to do and i dont know what.

oh you have to beat the pokemon luege and get the national dex
