It seems completely possible to incorporate that in the game, heck, Rockstar even integrated automatic garage door openers for you (Pegorino's mansion). The only problem is how locked down the game is. If it wasn't for that, the GTA IV would probably already have a mod for safehouses with garages.
Yes, it's probably a bug. The timing in which you finished the game must have been kind of bad for that to happen, it was fine for me (no haunting voices or anything ).
well i tell ya what when i got that call from Kate after she was killed i thought, um ok the game has gone super natural on me, what next i need a ghost whisperer or some one to do an exorcist on my freaking cell phone. lmao

Rockstar are good, but they're not THAT good. And anyways, after I completed the revenge/wedding mission, i didn't get one more call from Kate. Just from Packie and Roman.
