to get finneon you ned to fish with the good rod anywhere on route 205 between the valley windworks and the eterna forest. it may take a couple of times so be patient. the one i'm trying to get right now for 150 is #45 Burmy. i keep putting the honey on the trees but all i keep getting is either a combee or a wurmple. Does it make a difference how long i wait after putting the honey on the tree? are there specific trees i should try that it will appear on more often?

No, the Pokemon is decided once you put the honey on the tree.
One of the bug catchers in Eterna Forest has a Burmy.
