As of late, when I go to activate the trainer, I hit F1 and the sound keeps going (Trainer ActivDeactivActivaDeactiv...), any idea why it does that? (using unpatched Fallout and happens with both the original trainer and the mega trainer)

Typically antivirus or some other app interfering with the trainers.

I've also noticed that my game is running much slower, ex. it takes my pip-boy 1.5-2 seconds. Any ideas?

Definitely a second of PWiz's suggestion. I had that problem for quite a while with a lot of Caliber's newer trainers (starting with World In Conflict!). After finally taking the time to rip through all of the programs running on my computer, it turns out that my spyware program (Spycatcher) was constantly trying to kill the process and stop it from working, even after I disabled the program in my System bar. After I nixed Spycatcher and replaced it with another program, the trainer started working without a problem.
