i have idea !!!
go to GALAXY NEW RADIO and kill three dog !!
then that will turn off the radio of galaxy and maybe debug ?
if not go achieve the main quest of the game , hurry with
movetoquest something like that
and destroy the enclave base.
the 2 radio gone , its was ok after.

try a reinstall. sounds like your games is seriously bugged, and i havn't heared of anybody else having this problem.
if it still keeps playing both stations at the same time, try to upload one of your savegames somewhere, so some of us can have a look at it and see if it's an issue of your specific game or of your saved games.
its so fast it can do an infinite loop in thirty seconds!! =)

Thanks for all your replies, I uninstalled and reinstalled the game but kept my save games and settings and it's still the same so I guess I have no choice but to either put up with it or start fresh again

OK, I might have lost my saves and had to start again but I worked out what was wrong with the game / radio. I had, without realising, activate the Galaxy News Broadcast Effect which makes you hear the radio all the time, I used the player.removespell c0548 command in console to stop it
