I actually think it is a bug in the new patch.
A way to get the same results without altering the balance text was to create a toon and focus every item/armor/weapon slot and skills on bargaining.
With a high enough bargaining skill, the traders would have the same item selections we have been getting with altering the balance text.
I have tested this now with a toon and pretty much maxxed her bargaining skill.
Still absolutely nothing but whites/blues and some yellows.
I believe they broke Bargaining. In turn this has somehow broken the balance text lines.
Let's hope it really is just a bug and they get it straightened out in the next patch.
Did you try combining the two together?
High bargaining with high balance settings?
I wonder if we should go really REALLY high on the balance and see if that fixes it...
Like.. instead of 1000 or 10000 go to 1000000000
