There is no level limit i got level 61 with advlevel cheat, open ended only skill and special points limit the max level but we can change it

Max level, without using advlevel, is 20.
I found way how to create your personal army.
open console and write "player.placeatme 6A772 1" and you will see dogmeat near you, say him to follow you. open console again and write player.placeatme 6A772 9" and now 10 dogs follow you. You can have 100 dogs and more, its real funny
this method must work on NPS who follow you too

tried it and in the console it said spell added, but it wont' show up in perks menu.
if you want all the normal perks, just use setav to lower your skills to minimum, then advlevel past the limit until you get all of them.
