Does it say 'Read-Only' if so go back to the icon and right click, then click properties and untick the box 'Read-Only'

I think it gives unlimited energy, like the other one, and reduces detection. If you hit the enemy. Of course, they will notice you. But if you just touch them, I'm pretty sure the AIs won't notice.

The unlocker only affects the difficulty settings of a new game and even then the game will reset the difficulty settings later, because of a bug. (I see this happening with the latest Steam version). There is a program "andrew's thiefbot" to workaround this bug.
