AH HA! It's not glitched! It's just doesn't really explain the achievement. You have to get all of the HVT's ALIVE CAPTURED, including Blanco on the oil rig. If anyone of them die, achievement won't work.
And for the secret spare part one, there are a few on the Blanco oil rig so get them before you blow it up or it won't work and they'll be lost in the ocean.

I don't have the Aces High achievement either, but I do have the ...And Justice for All achievement (Metallic referance FTW). Lots of mine died too.
But I do think alot of the achievements are glitched, because Uwen glitched on a mission and wouldn't pick stuff up for me, so I quit and restarted the mission and got like, 15 achievements. Alot of them were online achievements (I haven't even played Mercs II online yet), including Damage, Inc. achievement (Metallica referance #2 FTW). So, lots of glitches.
