You have to download it. I'm pretty sure one was posted in the early pages of this thread. Try 1-6. I'd find it myself...but I'm way to tired....my shoulder is killing me, good luck with the editing guys.

so i downloaded this post did everything u said but the game will not work if i take out the INI.big file....does your file work for the game in the uk???

Yes it does it worked on mine fine put your INI BIG file anywhere if there are any problems just cut and paste it back and your changes don't take effect,
if that doesn't work put the BIG file back and reinstall your game

yeah in the science.ini, i changed both SciencePurchasePointCost and SciencePurchasePointCostMP and it works for me. (setting SciencePurchasePointCost to 0 means not purchasable - not free; use 1 as the lowest value)
