The editor is pretty straightforward, except for one thing; there is no indication in how to create vehicles which have no AI manning the ****pits unless you spawn in the vehicle. But then again, you only take up one space. So my question, obviously, is there any way at all to create these empty vehicles?

When selecting which side the vehicle is on (East, West, Res,Civ), select "Empty". This will give you the list of all vehicles, from all sides. Make sure the initialization is left to unlocked, or you won't be able to enter the vehicle. It should be unlocked via the default.
