Why will it not let me take "General Discussions" and add it to my favs?

This is an UNL-only feature. It's not a bug, it's there on purpose. Lots of other free members are unable to add GD to their favourite boards.

all members should be able to add GD to their favorites. I am unable to access the screenshot you posted.
