Unless you pay for Unlimited Membership or have a guide to a game accepted to have your account upgraded to AUTHOR, you cannot have a custom avatar.
However, he was probably referring to Google Images, you simply find an image you like, save it, edit it with a picture editor such as photoshop and submit it.
