Custom Profile Header Pictures are only available for Moderators, Founders, and Staff Members.
The only Members that are eligible at the time being to have Custom Profile Headers are:

PWizard - Founder
Nevermore - Founder
Caliber - Staff Member
EternalSlayer - Lead Moderator
insomniac - Moderator
Sophie_Angel - Moderator
potato_chips - Moderator
Neo7 - Moderator
darkish_raven - Moderator

The Cheat Happens Founders and Moderators have released it publicly that they may offer Custom Profile Headers in future conests.
