Hrmm...well I'm now at 97.08%. I've done everything that I thought you needed to do to get 100%. I've got all the single player achievements except Rolled Over (flip a car 5 times), Liberty City Minute (complete story missions in under 30 hours), and Key to the City (get 100% completion). Can't figure out what's left to do.
EDIT: Aha! Done - 100% at last. It turns out that only full games of bowling count and I had only ever played half games. Plus I hadn't taken Brucie to see a show. Did both of those and that knocked over the last couple of percent. Here's a useful checklist for those trying to get 100% - Link

yeah im at about 90 % but im kinda doin some multiplayer cuz i hadnt done much of it before i finished the game. anyway i dont have to do much exept finish up stunt jumps and pidgeons to shoot. and get some friends up to 100 % like

Silver is free and lets you download content but no multiplayer. Gold costs money and lets you play multiplayer. For silver all you need is an internet connection and you have it automatically.
