where is sootopolis city? how to reach there? i have got seven badges, how to get the eight and from where?

To get to Sootopolis City, you need to have Dive (which I presume you do, considering you have seven gym badges). You find a huge white rock, and there will be deep water all around it and a swimmer swimming in it wondering where Sootopolis City is.
btw, The deep water you are looking for is in Route 128. Just surf to the south-west in the game and you'll find it.

They will talk about Sootopolis city after it is very hot(Groudon) or very rainy (Kyogre)
