im no expert on the game but i'd say try using the hunter which can be found in vice city west air base, you would have had to have collected all the hidden packages thou, but the hunter has a machine gun which you press R1 to fire it, and it also has rockets, which you use circle to fire. collect the hunter and land it near the mission and take it from there. try getting as many stars as possible and as quick as possible. shooting down police mavricks helps out quite a bit.
