They have inluding instructions. Open the .nfo file with notepad and read it.

i cant get the trainer to work i do everything but it wont work.i put the file in the empire earth folder and put run game.then i start up a single player game press f3 and i dont get any tech points.what am i doin wrong? 🤔

I believe you need someone garrisoned inside your University. Then, when they generate their 1 tech point as normal, you are give 65535 or however many you get with the cheat.
