I think but I'm not sure.....Rowan gives it to you when you have to get Mesprit?? No. Ummmm........I think that when you beat all the gym leaders the guy in the Poketch building might give you it. I'm not positive though.

No, you get it from President of Poketch Company after obtaining 3rd Badge
