Is it like illegal or against SWG rules to make mods and trainers?

We currently don't have any Star Wars: Galaxies trainers, cheats or editors for PC. Premium members may REQUEST new trainers and cheats using our request system as long as the game has not been permanently retired or multiplayer only in nature. Use our message board to discuss the game.

If the game is restricted to online play only, then most likely.

Yeah. It is. I happen to own this game, and if SOE finds you doing anything of the sort, you will be banned from playing the game forever...
