please help me how to have master ball???? where master ball in ruby and emerald

Ok you can get a master ball in Emerald in team aqua's hidout (near Lilycove city) and it will be near some Electrodes,I'm not sure about Ruby.

also you will get it in the poke lottery. its chances are as thin as the real lottery. your pokemons ID # must be the same as the tickets to win it
