They do respawn.In the mission "Heat" after you are ordered to use the C4 detonators,if you have the God mode on,go below the church.There will be 2 points of enemy unlimited respawns.Every 10-15 seconds about 10 terrorists appear.That's why they give you the SAW on the begining.
