And no I don't know where to get it from (besides the Lao-Shan) but I'm pretty sure it's a high ranked quest.

In the first game you have to kill him to get it. Im pretty sure the same goes for this as well.

yeah, i usually get one in the reward if i kill him, but i use gold rathian armour for luck booster

You get it from ash lao shan
you have to crack his back to get it but there is not a 100% chance of gettin it, its down to luck
When you jump on him from the bridge, after your carves place down the anti-dragon bombs, then when he gets into 5 shoot ballista at his back and make sure you only hit his back, if youve hit him with atleast 3 ballista properly it should crack
