Is it possible to switch the RX8 with the AE86 as the starting tuner car?

hmm im guessing the only way to get the 86 is by getting a custom car from carbon panel then buying the 86 in the car lot

Nope.
Here's the harsh reality - the 86 is not available in the PC version of NFS Carbon.

Actually i have the AE86 in my Carrer Mode and i think the AE86 is included with the collectors edition which i have

Odd...
But I have seen versions of the game (patches) that include CE cars like the Zonda, the classic challenger and even the 86. I'm not sure they're guaranteed to work though.
But anyways, you cannot replace the RX-8 with the 86. The 86 is not available in Career mode. The only way to do that is via some sort of programming hack, i.e. a trainer.

Actually i used the collecters edition patch to make the orignal version the collecters one and i used the carbon panel to get the 86
